When my friends talked about their summer holidays I admitted, we won't go anywhere, because we need to repair the roof, so our living room won't be soaked again. I did not understand, why my mom was shocked, when she learned about it. It was her who said that we can't do any major purchase until the roof is done.  Some of our shopping are postponed under the pretext of urgency of household work or purchase.

She always looked down on people who had less than us, saying things like “But they are living in a rented flat” or other mean comments about their car, their clothes, their holidays, despite the fact that we had no new clothes, no car and no holidays at all. Okay, we owned a house, but we could not afford to renovate it.

That we were actually not even close to being middle class I realized only when I started high school. I wondered how many clothes the other girls had, I never saw them wearing the same outfit twice.  I had a pair of jeans and a sweatshirt for the whole school year, I only could change the T-shirts daily. I had four of them, but wore my favourite two on and on, hand-washed them every evening.  Once I got a new pair of jeans a girl in the class called out loud “Did you finally get new jeans?”  There were other incidents later, but this one has stayed in my mind for long. This was the first time I actually felt embarrassed because of being poor.

My parents were just schooled upto 5th to 7th Stanard, and illiterate.  It is said that uneducated parents do believe school is important for their children but they have not successfully navigated the education system and even financial problem lag them behind.  These parents absolutely want their children to do well and graduate, but they don’t know all the small in-between steps to get to that point. They can’t pass those skills onto their children, so teachers have to explicitly teach those skills to students of less educated parents.

My parents did not even go to high school. The uneducated parents had the sense to educate the son. my parents are basically getting worse and worse day by day. I am preparing for the examination. I already have a lot of pressure and stress about the exam but still my parents won't understand that. They want me to be perfect in everything. They want me to do house chores perfectly. My mum and dad always keep yelling at me for not doing any of the domestic work properly, for not doing any work without them asking me to do it.  If I tell them l am studying still they will say that don't act like you are studying, you are not doing any good in your studies. I tell them that I have to study still they have the audacity to say no we have to go to a marriage for 2 days and you are coming with us because they feel that I won't do any miracle by studying these 2 days just because they won't leave me alone at my house.. like I am 17. And if I ever ask them can I meet up with my friends they will get angry and shout at me for wasting my time and not utilising my those 2–3 hours for studying. They blame me for everything, they say you are not good in any sports and never played any even though I use to be in all my school competitions but they never enrolled me in any of the extra classes outside of the school for sports. My parents sometimes say we expect a lot from you, and i should better be getting a good rank and still constantly keep demotivating me. I cry when they shout at me and still they say we give you everything but you cry like we are torturing you.

I understand that educated parents will probably have more books around, read for fun and information and read with their kids more.  Educated parents will probably have a more positive view of school in general and their schooling in particular. Non-educated parents tend to have had personal negative experiences in their schooling. 

On the contrary, uneducated parents are of negative mind set about education and know nothing about the education of their children and important of career life.  My parents used to tell to borrow text book from friends or library as when I ask for purchase of text book for studies and examination.  I remember my parents told me to work part time for the education, as and when I asked money for buying school books.  They used to tell that there is nobody in our family that due to education they built up career and progressed.

My father was in MSRTC  in a group D post. He has very low earnings  to live on and nothing extra. Despite holding a Group D post, where he has no other source to earn better.  I remember that we get the food one time a day., due to scarcity of money for bigger family of 8 members.  Sometimes, he used to get his salary after 5–6 months delay but that time he had friends to help him out and shopkeepers used to lend things such as groceries, milk etc. In short, we were living hand to mouth with no extra financial support. Even having so many relatives, knowing our poverty, they never offered monetary help at such time of crises.  One day my mom got angry for few reasons and shouted at me that why I am wasting hard earned money if I am not serious. I felt so bad that I decided I will never ask for money. I started giving tuition at one house who used to give only Rs.500/-  for two kids, that too in instalments. While going to his home for tuition, sometime I used to stop by a roadside eatery shop who used to sell ‘Daal vada’ as shown below Rs.1/- per each piece. 

I always tried to suppress my desire to eat to save money but when, I was too hungry then only I used to stop by and eat just one. That time shop was quite famous and especially evening time, it used to be full with a lot of crowd. And many a times I escaped without paying him money. I am not sure whether that shopkeeper also intentionally ignored me every time. Though I knew what I am doing is wrong and always had a feeling of guilt which I used to ignore after having a free meal.  While travelling in the bus to School, it was costing Rs.5/- tickets, but taking advantage, I used to travel without ticket.  One a bus conductor caught me without ticket while getting down, he started slapping and beating me.  One of my classmate came hurriedly and paid off for my ticket and requested the bus conductor leave him.

Being no money for paying tuition fee or education expenses, we were being sent back home to pay off the dues or in fear of the same insult continuously, I used to skip the classes and wander in nearby area of the school or remained absent in the school, due to which I was rusticated. My parent searched out another school of social trust, which will not charge for education and admitted me in the school with the recommendation letter from local Corporator. Due to change in the school, my friend circle undergone a good change and I came in contact with a good friends, who helped me a lot throughout my school education.

I got matriculated in the year 1978.  My parent was of the view to leave further education and find out some job, so that it could become a financial support for the family. I requested my father to allow me for admission in 11th and continue further education, but they neglected my views and mention that there is nobody in our family that they become rich due to higher education.  So, my mother father was of the view to leave further education and find out some job.  My mother gave me example of my brother, who is electrician, after certification course in electrical job and he is a good earner and supporting our family, so better you also follow him.  

My Mother had given up on my education after my 10th exam with poor grade, but I still want to study. So, he had a negative mind set about education.   I never told my mom dad anything about it for 2 months.  Then my class teacher called my dad one day, and she told him everything convincingly.  One day my uncle (Ismail) came home and quarrel with them that he could earn for future study and for family, so that purpose of both of you could serve.  My Uncle convinced my mother / Father to allow me to find out some part time job and manage the education expenses.  So, I joined Poona College for 12th Commerce as well as Printing Press, where my cousin brother (Akhtar Bhai) was working. He promised me for part-time job in the evening, so that College fees of 12th Commerce, could become available.  So, my life of earning and learning began, years together.

India does not have a part-time job culture. Indian Industries don't understand the concept. 

We, Indians have high respect for education and consequently attach higher respect and status to those jobs which require qualified skill sets. These two factors affects the part time job culture in two ways.

We are obsessed with studies. We grow up learning that studying will land us a respectable job and a fat salary. As such, earning at a stage when you are simultaneously studying is seen as a distraction or a burden over and above your studies. Also, in Indian culture, it is not a taboo to live under/off your parents if you are a student. In fact, parents are more than happy to sponsor you. The part time earning thought never caught up.

It is only in the recent years that structured freelancing jobs have come up (esp in the IT industry) where people can actually put their education into use. Till recent, the jobs offered as part time jobs were not really rewarding (no offense meant) and were not encouraged to be taken up. As a matter of fact, private tutoring, assisting family in business etc. have always been practiced.

Also, let us not forget that a large chunk of our population is unemployed. This means that a good amount of our population is ready to take up any job for their survival. This leads to a lot of jobs which could well, be given as part time, are taken up as full time opportunities by unemployed people.

It is rarely happened that there is some part-time jobs in India for those students, who are unable to cop-up their education expenses.

Mostly because of the way education is structured. Most people look at education as a way to get a degree and a job. Except those positions like IT where studying after getting a job and keeping up to date is required, most people don’t really think to even pick up a book after they get the degree and throw up.

when I was asked to work during vacation period of April to May, 1979  So, I joined Pune Telecom, on Muster Roll of Cable jointer as CL in the 1st week of April, 1978. The job was for a temporary period of 1 to 6 months.  Mr. Sang, was JE as supervisor on cable jointer.  He was very strict and on leave for few days.   I was allotted the job of painting the Telecom cable Post / Pillars and renovate old wiring.  Painting of cable pillars, was rubbing it with polish papers to remove old paints.   This was on job work along with few other freshers joined with me.   The casual laboures was treated as slave in those days of telecom field and several unemployed used to join the work, due to joblessness.  After 2 to 3 months of employment as a Casual Labour, I was retrenched for completion of the project and I become unemployed / jobless again.  I was asked by my uncle to come and stand at the entrance of Telephone office, so that he could find some job on another muster roll.  I remember the days I used to come on bicycle every day and wait for call of my uncle.  The process continued for almost six to eight months.  During the period, I had no pocket money nor even for purchase of text book for 11th commerce, so I started visiting industrial belt in Chinchwad / Bhosari and wait for gate recruitment or job opportunity.  There had been a gate recruitment in some industries, but for technical cadres like Welders, Machinist,  Electronic assembler etc.,  My relatives or my family members used to mock or laugh and asked a lot of questions, like when are you going to pass, shouldn’t you stop giving exams and start doing some job etc. It felt bad, when people criticizes you, laugh at your failures. 

I ignore the people who mock about my failures, because if I pay attention to everyone that makes fun of me or doesn’t wish me well, I could forget to live my life properly and believe their bad attempts. So I do what’s best for me, despite what everyone else tells me. If I fail, it means it’s because I tried and I’m always ahead and closer to achieving my goals, because only by trying and failing I can get what I want and be truly happy.  I was knowing that jealousy is the most accurate indicator of success. I would not do anything to stop them. The more they try to pull you down, the more people will know that you are high up to be pulled down. Let them constantly think about you and talk about you, it grows your publicity and fame.

My family members and relative think that I am a loser and a failure. They keeps reminding me about my future and my career everyday, as my father is near to get retirement and burden will be on my shoulder.  

The day you lose this jealousy. Revealuate yourself because it means you have stopped being successful and jealous worthy.

During the unemployment period, I have been reading the Employment news and pages of job opportunities of all news paper, in those days.  

Being unemployed, I used to refer the column of job opportunities in the news papers.  Sometimes, the news papers at the library or on the road side or in the college premises.  

Of all the aspects of social misery nothing is so heartbreaking as unemployment.  The escalator doesn't work, and you'd think they'd still be used as stairs, but in this economic depression, even the stairs are unemployed.  A man willing to work, and unable to find work, is perhaps the saddest sight that fortune's inequality exhibits under this sun.  Being unemployed is the true test of who you really are.  When more and more people are thrown out of work, unemployment results.  Any system of economics is bankrupt if it sees either value or virtue in unemployment. 

I am not from a very good University but an average one. When I was searching for a job my many friends were already earning and i was just searching for the job and those were that guys which I used to teach during exams so my dad told me once “just board the train no matters what whether it is an AC coach or a 3rd class coach the only thing matters is to reach your destination”. 

Instead of trying to convince people to give you work when you have no experience, why don't you volunteer for a non-profit, to help them regarding business or finance, so that you get not only some experience, but an excellent reference? Do you have the skills to provide an audit of a non-profit for an annual report? To develop a business plan for a new project or one that is expanding? To help a non-profit choose auditing software? Etc.? You need to identify non-profits in your area and let them know what your skills are, how you would like to apply them, your availability, etc. Also, there are lots of non-profits that help seniors, low-income people, etc., prepare taxes. That would be a wonderful volunteering experience, showing that you can work with a diversity of people, that you can communicate finance information to non-financial experts, etc.

Money making is not a overnight process that can immediately land a high paying job either as businessman or as an employee.  The financial condition don’t improve over night , Its takes years to come out of poverty and more years to become middle class and whole life for becoming rich. The real solution in life is to run after time , don’t waste time , make it productive. start career early , cut unwanted expenses ,save decently , invest regularly , you don’t need too high paying jobs , normal jobs will help you achieve financial targets. But starting career too late without having any marketing skills or the capital in hand is like firing by hanging on someone else shoulders. If no one provide shoulders then you are totally blank and ready for begging or robbing.

Gradually, it becomes my habits to accept the job that offered with good money, whether it will benefits in earning work experiences.  So, I worked

1.     As book binder in printing press,

2.     As labour in transportation trucks,

3.     As temporary accountant for a construction firm for writing and up-keeping books of accounts.

4.     As delivery boy for delivery of goods

5.     As attendant for assisting the electricians

6.     As Labour for Welding or turner work

7.     As Labour for painting works.

8.     As Labour for carrying lamps on road in marriage ceremony.

9.     As labour for Car or scooter repair.

10.  As radio repairer for electronics firm

11.  As assistants for assembling the electronic kit of manufacturing unit.

12.  As Data entry operators

13.  As tutor for school students

14.  As labour for TV mechanics

15.  As assistant for Marketing job.

I started trying all the way including applying for a private job, but in vain.  I used to ramble by riding bicycle and in Industrial Estate area, at every nock and corner along with process of Gate recruitment, for the job.  I was so much eager to get the job, as due to my father's invalid retirement, there has been scarcity of earnings at home and my mom reminded every time we sat for the lunch or dinner that income was falling short of expenditure and it is quite difficult to meet both the end.  Since I had no technicial skills or expriences in the field, I used to be rejected or no replies were given for my job's applications. As and when I used to hear the news of my friends, that someone of their relatives or he himself, got the job, I used to be disaapointed and think that why I am so unlucky that there is no jobe for me, to earn money.

Although this emotion is typical and may result in comparisons, it's crucial to keep in mind that your own potential is not diminished by the achievement of others. Coping mechanisms include avoiding self-comparison, starting with every chance that presents itself, exercising patience, and concentrating on your own long-term goals. Due to things like other applicants being more qualified, your CV not being noticed, or the recruiting process taking longer than expected, you might not have received an interview call letter. It is advised that you get in touch with the business again, edit and modify your CV for the particular position, and keep looking for additional openings. 

If you have no good potensions or percentage in the Education or job's experience, then it is not possible for the employer to select you the the job.  I have a very poor percentage in SSC or 10th in my primary school education.


My uncle told me to join 11th Commerce, typing institute in stead of sitting idle. They use to tell that without introduction or jack, nobody gets here a job or business after education.  After a several attempt, my brother succeeded in searching a suitable job, so that I could able to meet education expenses.  My dad was working with ST workshop on an unskilled post. he was drawing a meager salary.  All family get the food one time for dinner or lunch.  My father has many issues about financial stress, health issues, family issues.  He has been pressurized by my mom, to earn more and more money for house hold expenses and education of children.  I saw my dad shedding tears, helplessly.  My dad was a lonely child in his family and his parents expired at early age.  There was nobody for him to sympathetically support and listen to his grumblings. I experienced so many time due to quarrel between my mom and dad, they don't talk for many days or sometimes, my mom starts "no food" for family unless convinced or opalizes.

My mom used to complain or grumble that my dad's salary is becoming insufficient for day to day household expenses and telling me to leave education and start earning by doing some small jobs.   I was knowing that some adult children work seamlessly together to find the best care solutions for their aging parents and help the family at the time of crisis. 

For my entire  life, I knew I was feeling an unwanted person. My parents never wanted to love any of 5 members.  I can't  remember when I understood it but I gradually picked it up. 

Being asked to pick my brother's and sister’s plates, cups even when I was preparing for exams, he listening to loud music while I wanted to study.  As and when I asked for money for buying sweets or something, they pretend and avoid anyhow. During all my college education from Junior college in the year 1988 to Graduation or post graduation in the year 1986, I used to manage my college expenses from my own earning through Working as Casual Labour in Pune Telecom or working on part-time job in the evening.

With more clarity on your spending and saving habits, you can work toward bigger goals, such as paying off student loan debt, traveling and saving money for future milestones like moving to a new city after college. While you may have fewer expenses during college, it’s still a good time to start tracking your money. The budget you create now can help you throughout your 20s and beyond. Plus once you get the budget set up, you only need to make small adjustments as your income and spending habits change. Sometimes, expenditure on College education, crosses over monthly earning. So, it requires me to pull up some purchase of text book to the next month, to balance it. List of expenses from my earnings were :

  • School / College supplies (such as textbooks and electronics)
  • Extra classes fees. / Groceries
  • Dining / Travel
  • Gym memberships /Household goods
  • Monthly expenses on bicycle. / Transportation (such as gas/Kerosene, train tickets and bus fares)
  • Loan payments (such as student, auto and personal)/Insurance (such as health, rental and auto)
  • Miscellaneous (such as gifts, entertainment and apparel)

The last step in your budgeting process is to compare all the information you gathered and make sure the numbers work out. Look at your net income compared to your monthly expenses and see if you have enough money coming in each month to cover all your monthly costs. If you can’t afford your lifestyle, it’s time to make adjustments. As and when I go to the College Canteen with freinds, I used to check up Money in the hand. I used to avoid purchase of food. Saving money on food is great, but getting it for free is even better. There are lots of legit ways you can get free food, all of which keep well within the law. The trick is simply knowing where to look for your free food. Check to see if you have any food waste supermarkets in your area. Food waste supermarkets have deals with major supermarkets and restaurants. Any food that isn't up to their standards (but is still perfectly edible) is donated or visit to Orphanage. This stops huge amounts of food from being wasted. Plus, the products they have are amazing. This means you can either pay by donation or offer some of your time volunteering in the warehouse in return for your purchases. As long as you don't mind a bit of work, you could be in for a lot of free food.

I belong to a middle class family and we were spoiled as a child. But as soon as people started farming they started to understand what life is all about. And the impact, each event is happening, the constant struggle and effort is easily not noticed to some extent. The dream is coming true. The world is mainly divided into two classes, rich and poor. And if we see the behavior and living conditions of the rich class, we feel jealous. They want us to enjoy what they are enjoying. But we don't realize the hard work, sacrifice and struggle done by those people. We are momentarily envious of their living conditions, but we do not notice their long penance. But sometimes there are situations that turn life upside down. They decide to do something different, that memory keeps hitting their heads like a hammer for a long time. Same thing happened to me from which I took inspiration from the same tough journey and today I am earning a five figure salary. The event is not very complicated or difficult but very short and simple. All my uncles are well off, highly educated. I was probably ten at the time. Couldn't even afford tea. As there was no income, we used to avoid spending. Let's see how to get more discount while buying books. However, K Sons would not spare a single rupee and would be quite useless. If he saved some money, he used to give it to beggars on the street or to the needy who asked for it. It made one feel very satisfied even if the stomach was hungry. Today I have come from money to rupees. Sometimes I would give one rupee, now I give ten rupees, twenty rupees, fifty rupees easily. When I was in 10th in 1978 and result was to publish, I joined the cable laying work of Pune Telecom, as a Casual Labour. The main purpose of joining this job was to pull on expenses on college education. I was alloted the work of Security guard on the road to protect the cable dug out for modification or laying additional cable. Financial condition of may family was very poor.

Poverty and deprivation are two different conditions. In poverty there is scarcity and there is no wealth. Even if there is no money in hand to meet the expenses that need to be incurred even today, it is scarcity of money. The second of these i.e. the state of hardship has taught me a lot for different reasons. Sometimes it is because of the financial decision that we have taken that it creates a crisis and sometimes it happens due to an unexpected reason. I used woke up in the morning for study during college days and usually, had black tea with biscuit, before going to college classes of morning session. Breakfast is becoming ready at my home after 9am or as when they will get the time.

Countless days of good health and that days of fever.

Countless losses and that one big win.

Countless nights of hunger and that one big meal.

Countless mockings, criticisms, insults and that one praise.

Countless enemies and that one best friend

Countless sleepless nights and that cool dreams

I spent my whole life processing my emotional abuse as a child once I had children of my own. It took me decades to understand why my parents behaved as they did. I realized that, as cruel and heartless as they were, they had indeed improved over the childhood they experienced. Their upbringings were cruel, physically abusive, merciless and neglectful.  Parents are happy to tell, if questioned, that beatings were in the child's best interest.  They defended that if they had not beaten their children, their children would not have become good citizens.  

I took college admission in 11th Commerce in the City College. I had no other source of reaching college other than going with my college friends on his bicycle or on the bicycle handed over by my grand pa. and I joined the classes of typing institute, as I started earning wages from joining the job as Casual Labours.   I had in mind that due to my education, they could offer me a respectable job, but not.  They gave me job of cable laying work, digging work on the road, filling up dugged up work for cable laying, Loading and unloading of gas Cylinder into and from Truck. 

After attending college classes between 7am to 11am daily, I had to join for labour work.

When you look back at memories your mind subconsciously goes to those that took the most effect in your life.  When I think back I remember I was going to the College without getting breakfast and I was so unhappy, as I have to go for job of casual labour and this affected my life a lot.

  • Morning college from 7am to 10am
  • Office /during day time from 11am to 5pm
  • Typing Instt. from 6am to 7pm
  • Account writing work at Shanker seth Road from 8pm to 9pm

After having food @ 10pm, I used to go the Study Room for home work and studies daily. Study room was quite old and having scrap materials stored all over the room. My bed used to be full of bed bugs and insects. They can come from other infested areas or from used furniture. They can hitch a ride in luggage, purses, backpacks, or other items placed on soft or upholstered surfaces. They can travel between rooms in multi-unit buildings, such as apartment complexes. There were 5-6 bed bugs hiding there and as soon as detergent water fell on them they came out of there hiding and suddenly died. On that day I realize we can kill bed bugs just by spilling some detergent water on them. On the same day I brought a injection from local medical shop and by using it I spreed detergent water in every small crack and hole in my room. I also sprayed kerosene all over the wood of my bed, crack and hole. Thus, I had no place for peaceful study.

 

Financial stress in my Family :

My parents were constantly having money problems, I used to be tired of bailing them out. My father was working with State Transport Unit of State Government, on the lower post. Naturally, he used to draw a meager salary. I experienced a lot of financial stress all the time. Sometimes, we used to bed without dinner. Basic principal is :

if you have food in the refrigerator, clothes on your back, a roof overhead and a place to sleep... you are richer than 75% of this world. If you have money in the bank, in your wallet, and spare change in a dish someplace... you are among the top 8% of the world's wealthy. If you woke up this morning with more health than illness... you are more blessed than the million who will not survive this week. If you have never experienced the danger of battle, the loneliness of imprisonment, the agony of torture, or the pangs of starvation you are ahead of 500 million people in the world.

In May, 1986, When I was regularized and recruited on regular cadre, as a Peon, it was an unhappy day for me as I was posted in the Pay Section, where the work was burdensome. I realized that I will not be able to concentrate the education process of ICWI, due to I was not getting the time for study. I used to attend the classes in the evening day, for Coaching completion certification in FC College. The timing was from 6.30 pm to 9.30 pm, daily. Due to workload at Pay Section, daily, I was forced to wait upto 7 pm in the office and thus, it was becoming highly impossible to spare the time for further education of ICWI. The staff at Pay section, was two male and all other 20 female clerks. One of the lady clerk I found attending the classes of ICWI, but she could not pay any identity heed. She was showing to be unrecognized, being she could think of equal treatment at par.  There were so many people who try to tell me to choose one of the clerk for marriage, but I used to turn down their saying that I had not decided yet.

The worst part of this phase of my life is that they all were well educated, but without any mercy about me and my status of education.  Knowing better about my education, they used to impose upon a laborious job of carrying or searching office records of heavy weight.  I was under-employed or over-burden of work-load, but who cares ?

This is so simple that perhaps it doesn’t seem worth saying, but in our distracted and over-busy age I think it’s worth declaring that an educated person knows how to pay attention–to people and to the world around them. They work hard to hear what other people are saying. They can follow an argument, track logical reasoning, detect illogic, hear the emotions that lie behind both the logic and the illogic, and ultimately empathize with the person who is feeling those emotions.

An educated person knows how to talk: they can give a speech, they can make people laugh, they can ask thoughtful questions, and they can hold a conversation with anyone they meet, whether that person is a high school dropout or a Nobel laureate, a child or a patient dying in a hospital, a factory worker or a farmer or a corporate CEO. Moreover, an educated person participates in such conversation not because they like to talk about themselves but because they’re genuinely interested in the other person.  I experienced literally, the educated people look at the object they understand and respect.  They never respected my education and post graduation, even if I told them I am Commerce Graduate as well as Law Graduate.

I remember the day when I was in the office as peon and clerk lady told me to bring Tea kettle with Cup from Office Canteen and distribute among all the staff of the section, to celebrate for her Son, is obtain Graduation Degree.  When I went to the office canteen and carry Tea kettle on the way entrance of the building, I saw my Uncle along with his friend at the entrance,  I immediately turn around back to back side of the building, as he could have scolded for doing thing job, even after law graduation.


During regularization, there have been so many people in my cadres regularize with me but due to someone's jack, they received a favorable position and section of their choices. It is due to their good relationship with employee's Union just like:

Put yourself in the union's shoes. Periodically “check in” with the Union representative to build rapport. Make sure negotiations have gains for both sides. Support in group during agitations.

I used to be away from employee's Union, they were selfish of their own gain. If someone makes a choice for you, and you accept it, you have, by proxy, made the choice. If you let someone make all your choices for you, that is your choice to do so. If you do not balk at them making your choices, that is, also, your choice.

Coincidence was that the day I joined the payment section on 08.05.1986, I was expecting LLB final results within a week. On 15.06,1986, I got the result that I become a law graduate and I can practice as lawyer after obtaining enrollment at Bar Council. Due to poor financial condition, I could not leave the job and join the lawyer's business and continue to work as Peon, having qualifying degree of law graduate. Sometimes, I used to go to the Court of Law in the vicinity, as it was very near to my office. I remember that when I leave the office with permission from my superior, I used to enter the hall of the Court, where it could be crowded, that it could be experienced to be interesting business. My uncle suggested to better join tax consultancy business or attend their office in the evening after office hours, so that I could have work experience or set up the business as Tax consultant. A good company that works in Online Tax filing services and also has a good work culture as compared to others. Growth is slow but the work is good for tax domain. Will have great experience working with this company. employees are considered assets for company. leaders and others provide learning. also competition is created to get the max out of a person.

I visited personally, a number of offices of tax consultant to get practice experiences, but many of the them told to wait or reluctant to show forwardness or help about. I planned to be a professional with the academic qualification of Commerce and Law Graduate. So, I decided to practice as tax consultant. Without practical experiences in the field of tax consulting, it is likely that I may not get recognized on public domain. I remember one of the tax consultant that I met at Laxmi Road, he denied to accept and told that in his office, there is no space for extra sitting arrangement.

 

I told my office collogue about and requested him for the job of tax consultant as his Surname was resembling to his surname. At last, he requested the tax consultant-Jamadar and gave me the appointment date. When I met the tax consultant, I agreed with, but put a terms and condition that I would not the practice and attract his list of client or area. I could not acceded to his opinion. Further, I told one of SDO Engineer, so that he could have many contacts. He at last succeeded and took me to a renowned Tax Consultant -Bakre. His office was with full of a good office infrastructure and man power. For every employee, the workplace is where he spends most of the day time. All the eight hours every day they spend within the four-walled infrastructure called offices make a huge impact on their well being and overall psychology. There are too many startups that are also considering this aspect seriously. By embracing aesthetically appealing design, they are increasingly paying attention to the workplace environments and office infrastructure and the impact on their workforce. They also found that when a workplace looks dull, it can make the employees less productive. But his office of Tax Consultant, was really professionally maintained and well equipped. I was very happy working with the of office of Tax consultant and completed Six months of period and learned professionally to deal with the clients and taxation authority.

 

In the meantime, I started skipping attending office of Tax Consultant, due to my elder Sister fallen ill, she was suffering from having continuous fever and later she was diagnosed with TB. My father had already been retired from Maharashtra State Government Service and having no pension. He opted for voluntary retirement for leg fracture on invalid pension. Our family has no other income source. Retirement benefits of my father what he got has been used for repayment of past borrowings. He has no Pension or other income. Family expenses were met with the earnings of my brother and myself. After my father's retirement, our family had no other source of income to manage day to day house hold expenses.

 

I always took the responsibility of my parents shoulder to shoulder with my brother. 2000-3000 is too much for a family with a monthly income of more than sixty-seventy thousand, it is really hard to wrap my mind around it. I was speechless!

 

I remember a phrase that my friend used to say many years ago...."Old age parents have to live for, they don't automatically live long.." I have come to realize this while walking in the society step by step. But the issue was strongly felt during yesterday's mud time. Generally, doctors always tell a person who has suffered an attack of paralysis to take a blood thinner.

 

Since I was recruited as Casual Workers in Telephone Services, drawing a meager salary, I used to work part-time, as offered in my vicinity. Sometime, I used to go the printing press for book binding works or assisting printing press. So, I decided to stop going for rest of education in ICWI as well as working with Tax Consultant. I tried to search out some part time job, to attend after office hours, but in vain.

 

Study or Job selection depends on situation. If financial responsibilities are there then only option left is doing job? Even if someone is doing job, then also study should be continued through part time degree or through opportunity provided by department where someone is working. We can think of job as our duty and study as our responsibilities. In today’s fast changing world we have to change our mind set. Job and study should be continued in parallel to take benefits from experience and academia. In my view, education should always be done to achieve something big for the masses. It is all about perspectives. On one hand by continuing your studies, you'll strengthen your academic credentials but you sacrifice experiencing the real world life (which can be quite addictive and exciting). On the other hand, once you go to work, there is a possibility that you might get so consumed with the work (or the environment and comfort zone) that you find it difficult to "pause" and in some cases deviate from your original plans / adjust your goals.

 

So, I joined the private Certificate Course of TV and VCR repairing, in one of the local technical institute. Within 6 months of completion of Certificate Course, I was knowing that it could not be sufficient to accept the repairing jobs of TV / VCR repairing.  So, I used to approach the Agencies in the City for sale and service for TV & VCR.  Many of the owner of agencies declined to offer the job for practical learning.


I requested a shop owner of TV & VCR sales, and got a part time job, started earning the money.

 

Thus, I left my higher studies and career as Cost Accountant or Tax Consultant, in between, so that I could earn money for medical expenses of my sister and family. Everything in life requires sacrifices either it is study or something else. Perhaps sacrifices are bitter and harsh truths of life. No one succeeds without giving something. My family don't remember what I had done for them. Every successful person has achieved that fate because he escaped his comfort zone with maximum amount of effort possible, believe me the amount of effort done is extremely high and it's astonishing decides your fate. Sacrifice thus becomes a blessing rather than a burden.  There are lots of successful people who haven’t sacrificed family time, but there are also many who did and do. Success means so many different things to different people and some of them don’t believe they are successful unless that have a strong family life. It’s a matter of choosing what’s important to you and then figuring out how to succeed at the various parts of life you feel add up to overall success. I sacrificed a lot, but gained nothing, as nobody remembers.

The girl I liked rejected me mainly because:

a)    I am not financially sound.

b)    I am not wearing a fashionable dress or handsome.

c)     I don’t have fair look or caving no heroic body and look

d)     I am not having good motor bike

e)    I am not on a good position or cadre or my pay-scale is not in good figure.

f)        I use to wear a torn or damaged cloths.

g)       She must be loving somebody else.

 

In 1989, I become 29 year old and my parents were are forcing me to get married but I was not yet ready for it. My parents were searching for a groom for me without even informing me. I told my family members that I could marry the girl, only if she is working and drawing Salary, as I was not appointed in BSNL on regular cadre. I was knowing that finding a groom is a hectic and time taking process. Sometimes finding a suitable groom takes a year or two. So, I turned a nelson eye to it. Due to my poor financial condition, I used to wear the dress quite old without iron. In other words, I was not interested to keep heroic body and face, so that girls could get attracted.

 

My family's financial condition was pretty bad. I mean we-don't-had money-to-buy-medicine or. I had just become single, unemployed, depressed, miserable, not in debt, but spent the next 20 months of my life draining my savings looking for a job and trying to keep my sanity. Those were my darkest hours where I didn't have a clue as to what I should do with my life. My mother used to argue with me to start earning some extra money in lazy hours.

 

In the meantime, I told my office friend about a girl working in the same department, to enquire whether she is interested in marrying me. But after a week, my friend informed me back with heavy hearts, that she rejected your marriage proposal, as she is about to get engage in their nearby relatives. Hearing about her decision of rejecting my proposal, I felt very bad and my eyes were full of tears that If I could had a job of good Salary, then such many girls could have been around me.


Rejecting a marriage proposal can be a tough experience, but the best course of action is to accept her choice and give yourself some space to think. It's useful to realize that the rejection could be due to a number of factors, including the relationship not fitting together in a way that creates a shared future, her not being ready for marriage, or her needing to grow as a person. You can then determine what to do next, whether that means finding someone else who is a better fit or, if she's amenable, having a calm talk to better understand her point of view.  She must have rejected me because I was making less money and working at a lower level than her. 


Everyone is attracted to someone, whether they are a man or a woman, and it's a universal truth that, unless you're lucky, you will never be loved back by the person you love.However, my friend, it is difficult to pursue friendship and love at the same time since, in such scenario, you end up accumulating notions that you might be considered someday, but when someone is determined enough, they won't.When no one is around to remind her of her beauty or any other adjectives you use in your compliments, try to determine whether she truly values you as a person or whether you are merely a diversion for her.  There's no harm in stepping back if she doesn't value you at all. Never compromise your dignity for anyone.Just walk away with your head held high.

 

If she has rejected marriage proposal, I don’t really see why you want to ‘win’ her? I think she made herself pretty much clear about not wanting to be in a relationship. I thought that instead we can either stay in good terms with her, or forget about her and move on. I remember the night of that day, my friend came with her message night that it was sleepless and I was lying on bed shading tears. I think this is something everyone must learn one way or another, and simultaneously one of the most painful things we will realize in life. It might be the reason for her rejection that I am not wearing a fancy dress, not maintaining the look to be attractive.

 

My other friend told me that there are many possible reasons why a woman may say no to a marriage proposal. She might be scared because you proposed to soon. She might be unsure of how she feels about you. Saying no isn't in itself a sign that she doesn't like you or love you. She will usually try to tell you why… If she can't, unless she seems to be avoiding you, it may not be bad to give her another chance . There's one guy I will always regret saying no to, yeah, I'm talking about you François. I was young, scared that this good man might be too good to be true, scared that maybe I didn't love him as he deserved. I said no and he left. It was kind of fast, we hadn't been together that long. If he had given me a few more months and asked again, he might have gotten a different answer.


When a marriage proposal is turned down, it's normal to feel offended and perplexed, particularly if it has to do with your appearance or financial situation. To deal with this, process your feelings, give her criticism some time to settle in, and honor her choice to not proceed. Try to give her some space if you're still in contact with her. In Dec.1990, I got married to the working Girl. After marriage, when I appeared for the competitive examination in the department, for the Officer's Cadre. I got through in 1991 and become officer in the same department where the girl who rejected me, was working. In Oct.,1991, I got twin male kid, in my life. My brother and Uncle started sending my marriage proposal to the matrimonial agencies and sites.


My brother and uncle were assisting me in finding a spouse, a process known as "arranged marriages" or "aided matchmaking" that is widespread in many countries. One day My brother told me that that he sent my matchmaking proposal, so many agencies and person, but every one has same sentiments, it could have been a better marraige proposal, if we could make a false information in the matchmaking proposal, then every one could get attracted. 


So, my brother decided to modify my marraige proposal as working on higher cadre.  So, my brother revised my marriage proposal, which probably altered its meaning or impact, and I was saddened to hear how to respond. It's best to first comprehend the precise changes your brother made and the rationale for them. After you have a clear picture, you may choose how to proceed, which may involve speaking with your brother personally if required or refocusing on the main objective of your request.  My brother become happy to see the response to my false marraige proposal and one day enquiry came to my office about me and my salary, cadres etc.,  The office lady who received the enquiry told me to reveal the actual facts, as it is a question of lives of you both.  I replied to the lady that if possible to convey, please told them the actual facts and my cadres / income etc., as it is not possible me to contact the girl and explain the circumstances and facts.

Appointment as Peon in the office from Non-test category of CL:

 

I worked as Non-test category of CL in Pune telecom, from the year 1977, when I matriculated and got admission for 11th Commerce in the same School.  In addition to working as CL, I joined as Accountant, for construction firm for book keeping and accounting work, in the evening session.  I used to get a meager amount to meet the expenses of purchasing the text book. 

Initially, while working as CL in Pune Telecom, I was assigned the work as Security men at night, on cable laying work.  My daily routine works and studies, were, I used to attend college classes from morning 7am to 10am, following which I used to work as Accountant whole day and in the evening, I used to attend Classes of Typing Institute in the evening for one hour.  After typing institute, I used to go for job at Pune Telecom.

I pass my days according to certain rules and order. Of course, my daily life was  very  exceptional  one. I used to get up quite early in the morning for studies. I had daily breakfast with tea and biscuit, after having a bath, following which I used to attend college classes upto 10.30 am.  After taking my tiffin, I go to work at Pune Telecom, by bicycle.  During working with Pune telecom, I was either allotted the work of Security of cable in the duct or  painting of  DP post on the Road or somethings pulling the cable or sometimes, office typing etc.,  There had been no fixed working norms in Pune Telecom.  After returning from Work for 8 hours.

It was instructed by my parents that if you continue studies after matriculation, you had to earn yourself for studies as well as for house hold expenditure.  So, I requested my brother to search out some part time job in Pune Telecom and he succeeded and got me the job, from his boss.

Managing your studies while working full time is not an easy task. It needs dedication , devotion and self commitment.  The ability to balance work and studies is very important, particularly if you need to work to support your studies. Everybody considers the difficulty to this differently, that is, it is easy for some people and more difficult for others.   I did it for 3 years of undergrad and 3 years of graduate school (with a year in between).  There were a lot of days when I woke up and was less than motivated to go to work. There were days when I got off work and didn't want to go to school. Most nights, by the time I got home, I didn't want to study.

 There are 198 hours in a week with 40 for working, 41 for sleeping, and 15 for eating but I have not included cleaning, laundry, shopping, travel to and from places.  Sometimes, due to scarcity of hours of financial stress, I had to go to office without tiffin.  Since, I was studying in the separate room of my grandpa, I used to wash my cloths myself and had a short breakfast before going to college.

Working and studying at the same time can be challenging, but it is definitely possible with the right mindset, time management, and support. It may require some sacrifice and hard work, but the rewards can be significant, such as gaining valuable work experience while also pursuing your education, or being able to financially support yourself while studying.  To make it work, it is important to prioritize your tasks and manage your time effectively. This may involve setting a schedule that balances your work and study commitments, breaking down larger tasks into smaller, more manageable ones, and being disciplined and focused when it comes to studying and completing assignments.

 I was also allotted the job of book keeping and accounting of Gas cylinder required for cable pressurization unit.  Empty Gas cylinder was ordered me to uploaded into the Trucks and Filled Gas cylinder to unload from Trucks.  Empty Gas cylinder was of 50kg and Filled Gas cylinder was crossing 60 kg.  The work load of such laborious job of loading and unloading Gas cylinder was increasing day by day.   working or playing hard without resting properly. It is normal to get worn out in this way and become fatigued and sometimes I used to shade tears in alone.  Workplace stress can also lead to feelings of fatigue along with emotional causes arising out of mental health problems.  I felt like crying but the tears won't come. What is it, does it mean I'm so tired of crying?  Sometimes we become immune even to things that hurt us the most. The heart is designed to protect itself, in fact your whole body was designed to protect itself. The more pain you go through, the better your body will become at familiarizing itself with pain.  

Many people are not able to express their sorrows via the channel of tears. For some people it is very easy to cry, even on stupid things. For others even the death of their beloved one doesn't make any difference.   When you know that you can’t express the feelings that is in your mind, when you feel angry or when you know the reason you are crying, when you know that you can’t skip your weaknesses and that is the reason of your scream which is coming out from your heart and can’t roll down from your eyes.  When we feel anxious and don’t know what is going to happen to you and then you feel a strong nervousness and you feel crying because that time you can’t find any solution and feel incapable and unworthy.

Many a times, it is happened that I joined the duties without tiffin from my home or no money in valets.  feeling of pity and sorrow for someone else's misfortune

Seems like you carrying a lot around with you, keeping things inside. So every opportunity you get you let a little out. The problem is that it is building up faster than you can release it and sooner or later the flood gates aren't going to hold back the build up of frustration, sadness, disappointments and pain.

I worked with Pune Telecom from the year August, 1978 to May, 1986, on Non-test Category as Casual Labour.  Despite, I was matriculated, it was requiring me to work on the laborious job.  There had been no fixed norms for the post about the duties and my superiors, had habitual of allotting all type of such works that I will feel shame on my face, but It was not let me down.  

 

In Telecom sector, Casual labour is usually hired by the hour or day or for the performance of specific tasks, while part-time labour is typically scheduled for a minimum number of hours per week.  Casual workers are those who work for others in farm or non-farm enterprises and are paid wages that are daily or periodic in nature.

In BSNL, There was penalty levied and deducted from Wages of CL, if absent from duties.    There were no recruitment policy of BSNL, for hiring Casual labour and no retirement benifits.  Persons recruited as Casual labour in BSNL, requires to put in 10 to 15 years for regularization and   promote to the regular post.  It was experienced by me that the people regularised by BSNL, just a month before superannuation retirement.

Casual labours were also called as Labour on Daily wages.  Telecom sectors, issues Recruitment policy from time to time, which says that 1) Recruitment of daily wagers may be made only for work which is casual or seasonal or intermittent nature or for work which is not of full time nature, for which regular posts cannot be created.  The work presently being done by regular staff should be reassessed by the  administrative Departments concerned for output and productivity so that the work being done by the casual workers could be entrusted to the regular employees. The Departments may also review the norms of staff for regular work and take steps to get them revised.

 2) It has been observed that in spite of strict guidelines on engagement of Casual Labourer  continue to  engage casual workers for attending work of regular nature against the Government's policies. It is, therefore, reiterated that all Ministries/ Departments may ensure strict compliance of the guidelines on engagement of Casual Laborer. Negligence in the matter of implementing these guidelines should be viewed seriously and brought to the notice of the appropriate authorities for taking prompt and suitable action against the defaulters.

3) Temporary status was to be conferred on all casual labourers who are in employment on the date of issue of this OM and who have rendered a continuous service of at least one year, which mears that they must have been engaged for a period ofat least 24O days  Such conferment of temporary status was to be without reference to the creation / availability of regular (erstwhile) Group 'D'posts.  Conferment of temporary status on a casual labourer did not involve any change in his duties and responsibilities. The engagement was on daily rates of pay on need basis. He might be deployed anywhere within the recruitment unit/territorial circle on the basis of availability of work.  Such casual labourers who acquire temporary status will, however, not be brought on to the permanent establishment unless they are selected through regular selection process for (erstwhile) Group 'D' posts.

When there was announcement from my HR office that there is vacancies for Clerical and Telephone Operators, my friends and well wishers advised me to prepare for the Competitive examination.  We requested one of the Engineer in the organisation to advise our group and conduct a coaching classes for the Competitive Examination and we promised him, that we would pay for the coaching, specially, Mathematics, Statistics, Science and departmental rule.


My friend told me that Its not necessary to take coaching for competitive exam at all.  Coaching do not give you any formula to crack Exam, they can only guide you. Moreover coaching only make you habituated of studying for certain time.  When you pay fee then you become serious on attending class and while you have to attend class you fall in a routine , if at all you are a serious student.  If you can discipline yourself, you do not need any coaching ,rather its waste of time in commuting.  Coaching is not mandatory for success in any exam but in my opinion is certainly very useful, for it keeps the candidate aware, motivated, disciplined and regular. They often provide excellent reading material and develop your exam temperament as well through numerous mock tests. Add to all this, the ecosystem of a coaching class room where students having similar objectives are studying and preparing together.  The decision between coaching and self-study depends on personal preference and available time while preparing for competitive tests. Coaching provides its students with frequent practice exams, coach feedback, and opportunities to learn from the professionals.

I used to go the Public Park (Ghorpadi Udyan) for study, as there was no space for study at home, or Our family of 8 people were living in 10 X10 feet 1 RK. Sometimes, my friends had the same issue of isolated place for peaceful study, so we used to go either park, or office after office hours or University campus.

 

With exams around the corner, nobody can deny the fact that studying is vitally important. It is a way to a student’s success in school, college, and university. We often overlook the importance of a dedicated study space.  I came from a  large family, kids all about one year apart, 12 of them.  My bro, and three sisters, my parents, my grandpa.   We had a single room of 10 by 10 sq.ft, along with a kitchen in our chawl house.   A Dedicated study space will inevitably let your child study in a peaceful environment, but in my house, nobody was interested in my higher studies or study preparation of JAO’s examination.  As and when I get the time, I start telling my parents about my currier plan of competitive examination and their benefits, but they were least bother about promotion or getting through any competitive examination.


There had been no private coaching classes or training school, to at least impart the basic knowledge to get through JAO part-I examination.  Stduy matersials were also available at New Delhi with one of central private agency- Capital Publishers.  This agency has a job of compiling all the rules or modified enactment and publish for departmental use of central government.  The student preparing for the examination, has to sent Money orders for purchase of study materials and Solutions gudie books or set of question papers for last five years.   As I was newly married and after paying for family expenditure, I used to send money order out of my savings, for purchase of study material for JAO part-I examination.


when I was preparing for competitive examination of clerical cade and telephone operators in 1991, I got the chance of appearing directly for JAO part-I examnation.  Mr. Deshpande,SDO cadre, came forward voluntarily and offer for coaching classes for the cadre of clerical cade and telephone operators.  The coaching classes were conducted in telephone bhaven on Sundy or holiday, when there could have been no business hours.  Luckily, he brought study materials for the examination and distributed spending his own money.  The competative examination of clearical cadre were arranged within two -three months, in Lok manya nagar's one of Government school.  I used to work for the office as Peon in Pay Section, study for the competative examination, TV repairing part time job, help my wife for pick up and drop to the Bank, at M G Road.



 

Sometimes, I don't get the time for having a lunch or breakfast to pass on the time and study hard.

During the long phase of preparation spanning 4 years for JAO part-I examination,  I made countless sacrifices big and small, just to chase a dream that seemed elusive as ever. There were many phases of doom & euphoria. At one point I felt on cloud nine and invincible, at another dejected and utterly miserable. After a certain point it became a part of me.  Sometimes, I become frustrated with tearful eyes, recollect the past miserably.

Achieving a Rank in JAO part-I, is not an uphill task but it requires a lot of ‘sacrifices’.  I firmly believe that one should not call them 'Sacrifices' but 'investments'. By relinquishing every that thing without which you can not live, you actually begin to live. Such competitive examination doesn't demand one to be throughout topper or born genius but it certainly demands wholehearted commitment and ruthless determination. 

Preparing for a competitive exam is like preparing to climb a tall mountain. Every single step counts! Students take a lot of pressure during their preparation as if they succeed, the direction of their career will change for good. Even if you study hard, there are still chances of making silly mistakes that can lower your exam score. This article focuses on highlighting the common mistakes students make while preparing for competitive exams.

While preparing for competitive exams, you must realise that your exam scores and performance depends upon your own hard work. It will be your dedication and zeal towards preparation that will yield good results. The only person you should rely on is yourself. Many students depend on external factors for motivation and inspiration. When they fail to get it from outside sources, they lag. Be your own inspiration. When you feel demotivated, think of the time in your career when you performed exceptionally well. Think of the steps that led you to that victory and repeat those for your present exam. You will realise that you don’t even need other people to light up that spark inside you. You are enough for yourself! That does not mean you should not ask for help from your loved ones, but the first thrust should come from within.

Many students keep making timetables and thinking about how they will study day and night to crack the exam. But unfortunately, that moment does not come. They keep contemplating and procrastinating until the exam is literally knocking on the door. If you want to perform well in competitive exams, be a doer, not a thinker. Rely on executing your plans, not just formulating those. There is no better time to get serious about your preparation than now!

Have you ever heard your seniors complaining about how hard they studied for the exam you are studying for but failed to crack it? Well, the complaints are more common than you realise. This is because competitive exams demand something more from you than just studying hard. Studying smart is as important as studying hard when it comes to competitive exams. With an enormous syllabus and limited amount of time, only the students who know which parts of the syllabus are the most important and will fetch them the highest marks succeed. If you keep on studying hard but ignore the highest-yielding parts of the syllabus, there is a very good chance that you won’t succeed. Another mistake students make is that they keep on postponing solving previous year’s papers and mock tests until the last minute. The result is that they cancel practising altogether due to the shortage of time and face the consequences in the exam hall.

After I got through JAO Part-I examination in May 1993, when I was working in TRA Sub-Ledger section as a Clerk/Office Assistant. I was over-burden of work load and allotted the unbearable portion work, which one could not handle. Sometimes, when work could not be completed during office hours, I used to packed up voucher's bundle in lot in my cotton bag for completing the pending work at home.  I used to pack up my cotton bag with Calculator of large side from Office, along with Tags, Paper rolls, Daily lists (Hand-written) etc.,  I used to work at home from 6pm to 4am for releasing the work and try to finish the work, as I was knowing that If I could not complete, it may overlap and invite unwarranted grievances from my next Boss/ Office Supervisor, who used to monitor and enquire every one about pending work every evening.  If it is found pending more than a day then he used to shout at employees or report to the same to Accounts Officer.   I had a sleepless night those days, but my friends in the same section or even at home, nobody bothered to reduce my stress.


After a few months, a result of competitive examination of clerical cadre was out I was declared as passed and as per departmental procedure I was suppose to attend five weeks field training in various department.  When I rang my wife from office telephone to tell her about the result that I become a clerk, she was very much happy and expressed her gratitude.


Because my new position as a clerk could have probably brought stability, contentment, or the accomplishment of a common objective, my wife is showing thanks. This demonstrates her gratitude for your efforts and the improvements the job makes in your family's lives. She might feel proud of your accomplishment or thankful for the financial stability.  After the result was out, formally, on the display board, a field trainig program was also declared for six weeks.  Simultanously, JAO part-I examination was also declared and the dates fallen on the training period of clerical examination.  I went to the officer in-charge of training center to postpone the programe for a month, so that I could appear JAO part-I exam., the officer rejected my request, turn down my request. and told that you may loose the claim or training will be postponed to next year or two.  I accepted the training program and joined the field training, with the mind that I will spent few hours for JAO part-I, during field training.  


Unfortunately, the exam schedule of JAO part-I was declared in the meantime, for five days  and formally, I received Hall permit for the examination.  I was under full stress that If I ignore and fail to appear for JAO part-I examination, then I will loose one more year.  The problem was how I could appear for the examination during training period training period or express to extended support, or I would give up on appearing for this examination. I was disappointed to hear his denial.  as per my career plan it was atmos necessary for me appear for the features examination so it was pinching to my mind that how I will be lost full if I could not appear for JAO part-I  examination sometime I used to listen my wife and sometime my office colleague to tell them my problem and ask for soluton.  Of course there were no solution but to convince in-charge of the training center to help me out on this issue but you told if you appeared for the examination JAO part 1 examination, it will be violation of the rules and even if during training period, even if you appear for the examination, the training period will be extended or as may be decided by the higher authority.  At last Staff section in-charge Mr.Avchat, gave me a trick and get the Hall permit signed by the SDE Staff along with Ordinary Leave for 5 days.  Accordingly, I got relief and I went home for picking up my study materials of JAO PART-I.     


when I got my Exxam Hall permit signed by SDE staff along with written paper for 5 days leave could appear for JAO PART-I.      examination it was Sunday next day I picked up my study material for study in the nearby garden I had no tiffin box for lunch but I was so busy for the preparation with good satisfaction.   on next day i.e. Monday I appeared for the first examination paper.   I was confident enough to see the time prepared for this examination for all the consecutive four days last paper of the JAO PART-I.      On 5th day of  reaching the examination center I heard the news that due to paper leak examination of last paper postponed  With heavy disappointment I came back home and told my wife that I could not do but it could be possible next day time.  It makes sense to be dissatisfied when an exam is postponed because of a paper leak because it casts doubt on months of study time. Although it can be a major setback, many students who face abnormalities in their exams often go through this. It's beneficial to let yourself feel let down in order to deal with this, then concentrate on making a plan of action for the future and getting help when necessary. 


I was on leave for 5 days for the examination it took more than 8 days and I was knowing that in-charge of training centre could fire or got annoyed on my this it was really painful day that how could have.  He explained that when a government official is found engaged in irregular act or misconduct of any kind, disciplinary action is started against him to determine whether he is guilty of misconduct or not; and if he is guilty, what punishment should be given to him for his misconduct or irregularity.

I got selected as Junior Accounts Officer JAO, in May, 1992

 

 

After Officer's training in 1995, I was posted in the Computer Cell. It is told by Seniors that due to I had technical knowledge in Electronics and machines, there was lot of expectations from me and posted me to take over the computer job of officers level. There were so many hurdles and challenges in the Computer Cell. I reported challenges and difficulties, which can not encourage me to prove my mettle. I was new to the portion of computer cell and staff attached to the Computer cell, was reporting directly to the Seniors. I had neither basic computer knowledge nor any coding skills. I faced so many challenges during my tenure from the year 1995 to 2000.

 

a) Biggest challenge to work with Computer cell is to accept the reality of the real world- that knowledge and talent are not everything. Every day you will find someone at top position who is less talented than you are. Most freshers have a tough time accepting this fact. But this is how the world works. Smart work combined with right tactics and persistence will help you in this world. Working with the people is more important than your core work. Not every theory that you have read during your education will work in real life situations. b) in the year 1997, I joined some private institute to acquire at least basic knowledge of computer handing or coding, so that I could satisfy the demand from my office seniors, who used to remind me that I was posted to the computer cell for helping or supporting the office automation. C, C++ programming and Visual Foxpro. It is an object-oriented and procedural programming language derived from FoxPro. It is integrated with a relational database system of its own and does not require an additional programming environment.

Office transfer to Jalna BSNL, tenure for three years

 

In June, 2007, I was relieved by Pune Telecom, while I was on leave.  It was not expected from the office and Senior officers, to transfer me abruptly from Pune City to Jalna BSNL.  Jalna city was more than 300 km from Pune and there was no direct Volvo Bus, rather it was forced me to travel ordinary ST bus or private bus.  I felt very sad that despite doing a good job and good performances in the office, I was not listed into deserving category like others.  The day when I received office order through call made by the Clerk, I was very frustrated.  I met my seniors and told him that I felt undervalued and not being recognized even if performed well.  I told him that I am being transferred from this office, without asking me about my choice, as I have seen the discussion of lady officer with my boss for choice of their station. I was knowing the reason for my forced transfer and others were favored.   My boss may desire about me to transfer me to a different office because of personality conflicts, or due to he is not being obeyed, even a wrong illegal order.    Many people are afraid to get a new job because their identity and self-worth are tied to their current job and we are confident about the position. Naturally, the idea of moving to a new job can feel like you're transitioning your identity and that can be as unsettling as looking in the mirror and seeing someone else's face instead of your own.  Those were very frustrating days, to accept the transfer.

 

Tension started mounting on my head was, how my children will manage the college studies at 11th and 12th. It was the first time, I felt very depressed that despite rendering a good services and performing the best, I received in return such bad days and depression.

 

Depression doesn’t go away for everyone. For most people, depression is temporary and passes naturally or once the person has expressed the feelings and resolved the thoughts causing the depression. But there is a small percentage of people who can talk about their issues, express their feelings, take very good care of themselves emotionally, even take medication and have a great life, and still be depressed throughout their lives. They may have periods of feeling good, periods of feeling less bad, and periods of feeling horrible—for these people, the depression never goes away permanently.

 

I used to come home during my tenure at Jalna, on every 2nd and 4th Saturday. While returning home on every 2nd Friday afternoon/evening and on every 2nd Friday afternoon/evening, I used to be happy and in high spirit, but while returning on Monday, it is becoming a depressed mode. I used to catch the Volvo bus at night or 1 am and got down at Auranagabad @ 4 am, when all people are to be in deep sleep. After arrival at Aurangabad at 4 am, I wait for the bus from Aurangabad to Jalna for an hour of journey and used to reach Jalna ST stand at 6 am. I travelled in the same way whole night in bus and reach at office in the Morning.

 

People with severe depression are not indulging themselves, lazy, giving in, manipulating, or exaggerating their pain and dysfunction. Taking this view is often destructive to them and the situation. While this kind of depression can be described as an illness, compared to other debilitating, painful, potentially fatal illnesses, it is pretty unique in the affect it has on people’s minds, behavior, personality, and thought processes. When the mind is part of the illness, other people may not recognize the ill one as the person they love, and that makes it more difficult to be patient, to take care of themselves, but in my case, it is quite bad circumstances, under which I was transferred, as a penalty for good works. Jalna city was very small town, with open drainage line, full of garbage all over, bad roads and old buildings. Availability of infrastructure is one of the most important determinants of education, literacy level and educational attainment. The first and foremost requirement of education is availability of schools as per the norms related to population. Number of schools in the district are 1746. However, the distribution of schools across the blocks is not uniform. Though in the district, government schools are 73 per cent, enrolment in them is just 57 per cent. That means 27 per cent schools have 43 per cent of the students. In the Jalna block just one-third students are enrolled in government schools and two-thirds in private schools. In all, about half of them go to aided private schools and 18 per cent to unaided schools. Enrolment in unaided private schools is the highest in Jalna block. In spite of the government schools, people send their children to private schools. Though these data do not give the reasons why private schools are preferred, it must be associated with facilities that government schools cannot provide. Enrolment of girls is less than that for boys in the district and also in each block of the district. Data on the differentials in enrolment shows lesser opportunity for girls to get admitted to the school. However, in absolute numbers, it is also the effect of lesser number of girls in population because of the ever-decreasing child sex ratio. Educational status of the vulnerable groups, especially at the secondary level and above, is poor in terms of gender gap in enrolment and drop-out rates. There are regional and social disparities in enrolment with reference to gender.

 

Only 31 per cent of the villages in Jalna had some kind of health facility such as hospital, dispensary, health centre or Registered Medical Practitioner (RMP). Around 5.5 lakhs, i.e., 42.5 per cent population had an easy access to health facilities. Only 25 per cent households in Jalna get treated tap water, whereas it is 56 per cent for Maharashtra.

 

On every 1st and 3rd Sunday every month, I used to ramble whole city, but it is distressing to see the city backwardness.

 

Despite I asked for TR section, nobody did care of my choice and allotted Cash section, which was burdensome of all works other than TRA. More colors added to my depression. Helplessness can develop after facing repeated stressful events. These situations are out of your control and may be traumatic. A person who has endured years of abuse, poor support from friend circle or from dearest one, may feel unlucky every time.

 

Low morale in the workplace isn’t necessarily a byproduct of a lackluster or toxic office environment. Unexpected, dramatic change is often a factor when there's a downturn in employee morale. Many companies had to turn their workforces into all-remote teams with little notice — and without a clear timeline for when previous business practices might resume. If workers are habitual of poor performance or having no interest in doing a good work, then it is said to be workers with low morale.

 

Sometimes, it is hard for employees to conceal a foul mood after they have had a bad day at work. And even normal levels of work-related stress can give rise to frustration and discouragement. These are typical reactions to temporary problems. But a persistent, negative attitude — especially from someone who has otherwise been a positive force in your workplace — is a big red flag signaling severely deflated morale. A lack of willingness to cooperate with teammates or commit to new assignments is another clear warning sign of trouble. A lack of willingness of working in the interest of service, may create a negative attitude, while it is bad if Unions supported and stand in favour of employee. A Missed deadlines, a high number of mistakes, or a decline in service levels can all be side effects of low morale in the workplace. Early signals that work performance and quality may be at risk include employees’ waning enthusiasm for or interest in their assignments. But in spite of setting the targets, there is no delivery of work, entail, enthusiasm is missing.

 

Boredom is often a factor in a lack of initiative that can lead to poor work outcomes and dent morale. Your employees may be eager for new challenges. Or, on the other side of the coin, they may be feeling overwhelmed. If they’re feeling distracted and unmotivated, they might be struggling to meet their usual work standards.

 

The Cash section was new for me, rather I had theoretical knowledge of performing duties.

 

While working on the post of officer in charge of Cash Section:

1. I have to work more than 12 hours a day, due to burdensome work.

2. Sometimes, I used to skip lunch time.

Skipping breakfast or lunch or dinner and remaining under-fed is not good sign.

3. Office meat or colegues

4. Union used to interfere in many ways or pressurises me to not to force those who

where not interested in working fast and sincerely.

5. Many part of work was manually managed or no office automation was tried for.

6. Subordinates started running out of section through transfer for one or other section or interested in having transfer from one city to another.

7. Disrespectful employees, rude subordinates were the primary reasons, that added fuel to my confidence to work at far away place. Disrespect at work comes in many shapes and sizes. It can be obvious and blatant, such as backbiting or discrimination, or it can be more subtle, taking the form of passive aggressive behavior, or complaining to the employee's Union.

 

8. Disregard to your allotment of works or office orders:

A Government servant who habitually fails to perform the task assigned to him within the time set for the purpose and with the quality of performance expected of him shall be deemed to be lacking in devotion to duty. In every and each Weekly meeting, Head / Top managements reminds to all officers that due courtesy and regard to the representatives of the people are desirable in the larger interests of the country. But who will care for the employees disregarding to the work allotted. Ignoring the office orders may amount to the minor penalty under CCS conduct rule. But top level officers were very rarely showing interest in framing the charge sheet for the violation. They will also mount union's pressure if orders are issued to work in efficient manner.

 

Being late:

As per BSNL HR policy and Conduct rule, any employee coming late (after grace period of 15 minutes) for more than 3 times in a month will be marked half day for the said day. If Employees are coming late to the office, marked at attendance, then they will approach to the Associations saying that they are being harassed. It has been observed that a number of Government employees play cards on lawns outside the office buildings, but nothing has been controlled.

Pressure was mounted to carry out the work as per choices or in order of orders received from CHQ. There were so many experiences felt about :

1. Bank Reconciliation (BRS) and visit of Branch offices of bank: When we took up the issue of unpaired items, that reflecting into BRS. It is told by the BM that it is due to staff shortages or poor attention of their staff. We issued a letter to the bank that a penalty would be levied if unpaired items are not settled. On taking up the issue with the head office of the bank, the issues of discrepancies started reducing and reflected a true picture.

Once, it is ordered by the Circle office for IFA meeting at Mumbai and I received the schedule. IFA in our SSA was on leave and as a senior most, I was asked by the HO to attend IFA meeting. When I enquired about the agenda, it is told to refer to the last month's order. However, I had no data for preparation and to attend the meeting so that I could reply if query is reaised on any issue. I went to the meeting preparing some items, without going through the agenda. On raising the issue, it is told by the Circle IFA to not to come empty handed and avoid attending the meeting without preparation. I told to the Circle IFA about temporary looking after period, as regular IFA was on leave, but she could not got convinced. It was painful to travel over night from Jalna to Mumbai, and attend the meeting. Travelling overnight means, energy could have exhausted and tired. Similarly, there was no staff quarters were arranged by the office, to have bath and refresh for the day. Overnight travel period means a trip requiring absence for a minimum period which lasts substantially longer than an ordinary day's work and during which the official duties require them to get necessary sleep or rest to meet the demands of their work and re-start the day with the same energy. But office had no such arrangement or care for those travelling from far away places.

 

When I told HQ IFA that I came for the meeting as looking after IFA and for temporary period, and further I told them that I am new for the office recently joined from Pune City, then HQ IFA got annoyed and replied to be avoid attending this IFA meeting without preparation and valid data.

 

HQ IFA instructed to come with the data and valid answers to the queries while coming for 2nd IFA meeting, in the next month. I saw many IFA from other Cities, were having a smiling face and some laughing at me. It was quite insulting and arose my ego

It’s just a bunch of people being cruel to you for some reason or another. They probably will not tell you even if you ask because it’s more pleasing to them to laugh, knowing full well that you are not aware of the situation.

 

I advice myself to simply just stay calm about it and stay focused on doing your job to the best of your ability. It is very difficult to do and a bit heartbreaking at times but just do the job. I advice myself to be very cautious especially with who you speak to as well and my personal rule is to never bring up this subject to any of your coworkers, especially your seniors.

 

It’s because they’re maybe jealous and unhappy in their own lives. That term, ‘Misery loves company,’ it’s true cause the bullies love to target the really nice ones. I’ve been a victim of this many times. I just learn to keep my focus on the job, ignore and act like they don’t exist. Keep being kind and professional, just focus on why you’re there, you’re there to work. Set a good example, stay focus. If they cross the line, talk to a manager about it. I also pray a lot in my mind while working, sing a uplifting song in your head as well.

 

June, 2007 : I was very disheartened by the transfer order from the city issued by the HQ, without getting my opinion and comment, that too at the time of my twins were at their peak stage. Until the order issued, I kept my sincere performance in the office and carried out the work efficiently. When I was in Civil Unit, I developed the software for automation of Capital and Operational expenditure. The software

 

, so that expenditure could be controlled as discussed with my Seniors.

 

 

 

School days:

In April, 1972, I joined Camp Primary School in Pune city at 8th Standard, by leaving PMC School, due to poor study performances. It has been complained from School that attendance in school is very low and study performance is also not up to the mark. No specific reason was given on Transfer Certificate and the principal refuses to meet us to discuss the issue.  Poor quality education is leading to poor learning outcomes in India, ultimately pushing children out of the education system and leaving them vulnerable to child labour, abuse and violence. Many classrooms continue to be characterized by teacher-centered rote learning, corporal punishment and discrimination.  In my case, the reason for poor study was multiple- Nobody in the family to properly guide, Text book and study materials were rarely purchased, even I used to beg for note book and pen, I was made to work in household business.  Education is one of the most important aspects of human resource development. Poor school performance not only results in the child having a low self-esteem, but also causes significant stress to the parents. There are many reasons for children to underperform at school, such as, medical problems, below average intelligence, specific learning disability, attention deficit hyperactivity disorder, emotional problems, poor socio-cultural home environment, psychiatric disorders and even environmental causes. The information provided by the parents, classroom teacher and school counsellor about the child's academic difficulties guides the paediatrician to form an initial diagnosis.

EBC (Economically backward class) was not allowed by the School management, as my Dad was working with State Government, which can reimburse the education expenses of the children.  On enquiry in the ST organization about reimbursement of children education expenses, it is said employees with two child, is the criteria for claiming such reimbursement.  My grand-pa, tried to pursue with School management about school fees, but in vain.  It is not understood that on what basis, my parent was made to pay the fees by the school.  It may be some other reasons.  But I used to face monthly for payment of school education.  In the era in which we are living, modern technology has become an important part of our life, for which education is important to learn or use. Education is a very important tool for the bright future of all of us. We can achieve anything good in our life by using this means of education. We have always been hearing that every child in the world has a right to education. It is very important for every child to be educated for the development of the country.  

Everyone is aware that the number of poor people in India is much more than the middle class and rich people. Due to this poverty, there are lakhs of children who do not get even primary education and their childhood is snatched from them by pushing them into the quagmire of child labour.  Due to poverty, not only a family but that country also has to pay a heavy price for it. Due to the increase in the number of illiterate people, it has a deep impact on the progress of the country.  Poverty is such a problem that works to affect our whole life. Poverty is a social problem which disturbs human beings in every way. Due to this all things like good life, physical health, education level etc. If a person gets spoiled. In today’s time, poverty is considered one of the biggest problems of the world.  People living in poverty neither get good education nor do they get good health. It has become very common to see poverty in India as most of the people cannot even meet their basic needs of life.

Office life and experiences in working at other City (2000 to 2010)

In May 2003, I was knowing that I was forcefully transferred by my Seniors, mainly because I declined to accept extra office load of Elec. Division.  Even if it was beneficial, I used to avoid complications in my career life.  Due to unexpected transfer to the office, 400 km away, it was quite disappointment.

When we expect things from others, we fail to be open to who they really are. And in our drive to get what we want, we fail to see what they really have to offer. It is not that they are not giving us anything, but we are asking them to give us what we cannot give them.  Disappointment occurs when thoughts and expectations are out of step with reality. Your expectations and hopes for others may be too high for the current situation. Even if you think your expectations are reasonable and realistic, they may not be realistic at all.  

By imagining what could go wrong, catastrophizing comes from the belief that we are better able to protect ourselves from harm, both physical and psychological. However, this tendency is only useful if you are able to accurately predict what will happen in a particular situation and how you will feel about it.

It was first time that I left Pune city for work to other small city with radius of 2 km.  On 1st day I adjusted and compromised my mind and emotions, but on 2nd day, I felt resentment in my mind.  I felt that it was a great reward for doing and performing the work honestly.  Sometimes, I thought that if I could have sit idle without putting in a toilsome work or avoid hard work or become selfish, it could have been acceptable that I was transferred in view of doing nothing.  

Transferring an under-performing employee creates the possibility that, after the person is disciplined or discharged [from that second job], he or she challenges the decision by arguing that their past poor performance could not have been that bad.  When I met my Senior Manager and address my feelings, he told in presence to the young lady to be retained and told me to prepare to leave for joining new station.  I felt dejected and hurt.  What if it conflicts with child care arrangements or some other personal issue?  If that difficult employee has complained in the past about anything that could be construed as discrimination or whistleblowing, you have set up a retaliation claim.  Whether to transfer an underperforming employee may hinge on the reason the employee is struggling.    

Transfers in BSNL is not only because of management policy, but also because of  low level of human resource management policy and  the only reason people leave this organisation is because they don't care about their employees.   You be a top performer or an average performer the only difference would be 3–5 % in your annual hike for all.  The pay check you get is way below the industry standard but the work they make you do it as per the industry standard. It without doubt is a very big organization but that has its own downside and that is you are just a part of the crowd. Your work is never recognized it is recognized only you make bosses happy as per their likes and dislikes or daily salute.

BSNL talks about a lot of moral values but that only exists in the books, no project manager or Superiors really care about that. Ideally the company should only worry about you getting your work done.   Even the work outsourced to the Support company, are being got done from our own employees or officers to make the top level management happy. Even top performers are being ignored while distribution of performance award or they are being openly explained as to why their names have not been ignored.

Opportunities to transfer into new roles can be important retention tools.  Employees should not be barred from pursuing other opportunities.  The relationships can spark or hinder employees' interest in moving into another role in a different department or division.

In my case, my children were at a crucial stage of career life that I told all the senior managers that I met to address my appeal for retention. 

At old office, I counted the work that I performed without any financial benefits was computerization of office work and automation.  I learnt and developed or modified the program already developed and tested so that it could become compatible for Civil Divn.  The main purpose of developing and the computerization was 

a) To control increasing capital and operational expenses, reduce manpower on work, 

b)  To keep control on Deposit accounting.

c) Review budget and Work-in progress expenses.

d) To keep control on Report and Statements required for Audit.

e)  To comply with the provisions of rulings under Tax Audit.

d) To reconcile the Assets transferred thro' Work in progress, as per St.Audit.

e)  To keep control on budgeted sanctioned as compare to actual over 101%

f)  To get the requirement from the user unit

g)  To control over expenditure on Capital items.

h)  To control over working expenditure.

i)  To minimize day to day expenses.

While working in Civil Divn., I came across many experiences that -

When I heard the reason for my transfer from TRA C, which was very near to my house, just within a kilometer to the unit, which was not suitable for the people like me who never seen indecent atmosphere.  The corruption is spread all over.  Manipulated transaction just to fit to the rulings.  

When it comes to the business industries, there is a lot of dealing and trading of goods and services that takes place.  Tendering the process is to safeguard the activities as directed by CVC. These deals require the companies to make a formal offer for the exchange of goods and services with other organizations. This offer or bid is put forward in the form of a tender. To understand the importance of a tender in the business industry, let us go through the term in a little more detail and see how it actually works.  Basically, a tender is an offer or invitation to bid for a project or to accept a formal offer such as a takeover bid. This term usually refers to the process through which the government and financial institutions put forward invitation bids for large projects. These bids are to be submitted within a given deadline. Another application of the term tender or tendering is when shareholders submit their shares or securities in response to a takeover offer.

The schedule contract is a contract under which the contractor is engaged to  carry out a work or effect supply as specified within a given period, at fixed unit rates or prices for each of the various items comprising such work or supply, the sum be is to receive depending on the actual quantities and kinds of work done or materials supplied in completing the work or supply to specification and time. It is not repugnant to the above definition to show in such contracts the approximate amount of the contract, based on approximate quantities and the fixed unit rates.  It is the primary duty of the Executive to obtain the best value possible for the money spent and the tender system should be given a very careful and serious consideration in all cases as one of the most effective methods of securing competitive rates. The exception made to the general rule, that the tenders should be called for, in all cases are based only on practical consideration in order to avoid delay and unnecessary work in the cases of works of comparatively small value.

 I remember the day when I was sitting for tender opening along with all other officer and I found one of the tender is not eligible to qualify the participation in all other further process, I decided to reject the same.  I got the call from top most executive to impress upon and ordered me to ignore the mistake and get it corrected.   I turned down the order and turned nelson eye.  That top most executive addressed a letter to the CHQ, to remove me from this Division, under the pretext that I had no knowledge of functionality to adjust with them.  I felt very bad that even after showing honesty, people are not happy with me. 

While accepting quotations as now empowered, the following guidelines may be strictly followed:-


Quotations should not be for items which can be executed through the existing contracts including zonal contracts.

Quotations should not be for fancy (expensive but of low utility) items.

Quotations should only be for works, which are urgent in nature.

Quotations should normally be invited from at least 3 contractors working in that area. At least two of them should be from the approved list of the Division.

Accepting authority must take precautions to see that the quotations are from genuine firms (and not from fictitious firms) and a register showing full particulars of works authorized will be maintained by each officer and this should be open to verification by Accounts while passing the bills. 


COMPARATIVE STATEMENT

After the tenders are opened, the tender documents should be in the custody of a Gazetted Officer till the tender is finalised. A comparative Statement of rates, amounts, quantities and other important tender conditions should be prepared by a responsible staff in presence of the executive Officer who opens the tenders for which necessary office order fixing responsibility of the staff concerned should be issued prior to giving the work to him.

Each and every page of the comparative statement must be signed by the staff preparing it and checked and signed by the section in charge. The Executive Officer and the Accounts Officer associated with Opening of tender should carry out 100% check of the comparative statement and sign each and every page thereof and not the last page only.

 The comparative statement should also show the following information: -–

(a) Position regarding submission of current and valid ITCC.

(b) Position regarding deposit of earnest money.

(c) Late & delayed tenders should be entered prominently in red ink.

 It must be ensured that all tenders received are tabulated in the comparative statement and put up to the Tender Committee for their consideration without any creening by any other official.

The Briefing note shall contain the following information in detail:-

(i) The name of tenders, their tendered rates and value of work.

(ii) Particulars of earnest money deposits.

(iii) Position of plans and sanctioned estimate.

(iv) Whether N. S. Rates included in the Tender Schedule.

(v) Latest accepted rates for similar nature of work in the same or contiguous area, prevailing zonal rates and market rates in the area

(vi) In case of tenders for residential building, the comparison of rates with ceiling cost.

(vii) Comments on tenderers special conditions/variations from standard specification

and special conditions to the tenders particularly in regard to their financial implications on the rates and value of the work.

(viii) Comments, if any, on working conditions prevailing in the area.

(ix) Any special circumstances, which may affect the rates in the area.

(x) Comparison of rates offered with the estimated cost of the work/with last accepted rates.

(xi) Comments on financial standing, technical competence and capacity of tenderers.

The briefing notes shall be prepared under the direction of the concerned Executive Officer. He will ensure that all aspects enumerated above are included in the briefing note and sign each page of the briefing notes.

The financial evaluation will be done by the Estimator assigned for the job and shall be checked by Head of Chief Estimator. They will be responsible to the correctness of the comparative statement and the briefing note and sign each page of the same.

The section in charge dealing with the tenders shall ensure that all special conditions have been accounted for and that comparison has been made with prevailing rates of the area and sign on each page of the briefing note.

AZO (A) of finance branch will be responsible for the verification of the financial data etc. in the briefing notes and put up the same to the Accounts Officer in finance wing along with the relevant records for his vetting and signature on each page.

Only the signed and vetted copies of briefing note shall be circulated amongst the members in advance preferably along with Tender Committee Meeting notice.

CONSTITUTION OF TENDER COMMITTEE

• Tender Committee should be generally constituted by the authority competent to accept the tenders when the tender value involves more than Rs. 25,000/-. When the G. M. is authority competent to accept the tender, the HOD concerned should arrange/constitute the Tender Committee.

• The Tender Committee should consist of a minimum 3 members of whom one should be from the Accounts department and one from the concerned executive department. The third member should be from another department, which also deals with such contract matters.

• On basis of value of tender following authorities are decided Tender inviting authority, Tender Opening Committee, Members of Tender Committee, Tender accepting authority, Contract Signing authority

• The tender Committee should be so constituted that an officer recommending acceptance of a tender in his capacity as a member of Tender Committee shall not be also the accepting authority of the same tender.

• In such cases, the officer concerned should put up the T. C's proceedings to the next higher authority for acceptance, not with understanding the fact that the Tender Committee's recommendations are within his own powers of acceptance.

• It is general practice that the constitution of Tender Committee should be determined by the value of lowest tender. However, if the tender Committee, so

constituted recommends to by passing the lowest tender for certain reasons, and the next offer is beyond its competence than a higher-level committee should be constituted to deal with the case further.

• The proceedings of the Tender Committee will be put up by convenor member of tender Committee direct to the accepting authority.

Upon the award of a government tender, there is typically very limited scope for vendors to negotiate contractual terms. In fact, under the general procurement rules and vigilance guidelines, post-tender negotiations are specifically discouraged, and even negotiations with the lowest cost bidder (L1) can only be undertaken for reasons to be recorded in writing.  That said, vendors may still have a small window to protest/clarify/negotiate tender terms:

The procedure to request changes (protest) to tender terms is, in the first instance, available as part of the pre-bid clarifications procedure under the tender. While technically, the pre-bid clarification process is intended to be a clarificatory exercise and not a negotiation, it is not uncommon for bidders to use this procedure (due to lack of any other suitable platform) to obtain as many deviations as possible.

Next, the tender response submitted can contain qualifications or deviations from the tender terms. These may be set out under a specific deviations list (if a format for such a list is provided as part of the tender documentation) or as a separate cover letter, and the bid can be made subject to the requested deviations.

Finally, there may be another opportunity available to seek deviations, post the award of the tender. Certain tender processes will allow for a contract negotiation phase via a Contract Negotiation Committee. The CNC is an empowered committee which may be far more amenable to discussing deviations on the basis of commercial and legal considerations.

However, note that the general approach is for the tendering authority to reject deviation requests (often due to lack of discretion and fear of scrutiny for malpractices). As such, the ability, procedure and risk attaching to any such clarifications/deviations must be assessed on a case-by-case basis, based inter alia on the tender terms, the clause under protest, the potential flexibility of the tendering authority, the sensitivity of the sector and the subject matter under procurement.

ACCEPTANCE OF TENDERS

• An unqualified acceptance of a tender constitutes a binding contract until a formal agreement is constituted and in order to ensure this fact, the acceptance letter should be suitably worded. However, if the acceptance of the tender by the Railway is a conditional acceptance, it requires the consent of the tenderer before binding contract takes place .

• In case the terms & conditions incorporated in the letter of acceptance/purchase orders are different from those originally offered and modified by the tenderer subsequently during the course of negotiations, discussions or otherwise, the contractor should be asked to return one copy of the letter of acceptance/purchase order duly signed by the same person who signed the original offer against the tender in token of his acceptance of contract to revised conditions .

• The letter of acceptance and the agreement should be signed for and on behalf of President of India by the competent authority of the Railway, as delegated in this respect.

• The recommendations of Tender Committee should be put up to the original accepting authority even though the value of the tender after negotiations comes in the competence of the lower accepting authority .

• The acceptance or rejections of tenders is left entirely to the descertion of the authority empowered to do so. The reasons for departing from the recommendations of the Tender Committee should be recorded by the accepting authority. If the Finance member finds some financial impropriety in the ward of contract, he can report the matter to FA&CAO. Though the final decision would rest with the accepting authority, he may obtain the opinion of Associate Finance at the appropriate level if necessary before making final decision.

• Where for any reasons the accepting authority does not consider justifiable to accept the recommendations of the Tender Committee he may, if so desires, refer the matter to the Tender Committee for re-consideration setting out reasons for not accepting the recommendation of the Committee.

• As the tender accepting authority has to take final decision on the Tender Committee's recommendations after considering the viewpoints of all members of the committee including the Finance Member, the accepting authority should invariably record his reasons in writing for not accepting the recommendations of any member  If the Finance as an internal check authority feels that some gross financial impropriety is involved in the award of the work, he can report the matter to CAO and seek higher Financial advice before giving his orders. This shall be obtained as per following procedure :-

(a) In case of tenders in which DRM or Head of Department is the accepting authority; the request for financial advice should be routed to CAO with the personal approval of G.M.

(b) In case where the accepting authority is less than RM or Head of Department, the higher financial advice should be sought for from the CAO(EB) with the approval of DRM/HOD as the case may be.

(c) The seeking of higher financial advice should be restricted to in exceptional cases involving a major policy deviation or monetary implication.

(d) While making the reference for a higher financial advice, the points, on which this advice is required, should be specifically indicated and reference should not be made in a general way.

(e) The higher financial advice in reply to the specific points should also be given for each question raised and should be made general.

I left my first job because of a better offer and I was asked to not leave, they extended my notice period, tried to give me the best possible time during my resignation. They really asked me to not go even on the last day! That job, was very close to my heart. I met the love of my life there! But I decided to move on to a new assignment. I felt so sad, so low and anxious. But I knew it was for the good and that I will learn something from this.  While recently resigning from my Second Job, I didn’t quite feel anything. I was numb. Mostly because I got an offer I can’t ever refuse, and secondly because of team issues I faced.  My point is- cherish this feeling. It is completely normal to feel sad, depressed, anxious or the exact opposites! Just make sure to tell yourself that this shift is important and that you are doing this for your growth. Be excited for all the possibilities future holds for ….

A manager will note down your failures and beat you to pulp over them during appraisals to justify low salary increment, if at all you get one. After all, they are paid to run the show within the given budget.  A leader will focus on how the mistakes could have been avoided and take corrective measures to avoid repetition going forward. They make you feel better by citing instances of their own mistakes and how they overcame.  Unfortunately, our greedy ecosystem produces managers and not leaders.  Managers should never be a bully - no ‘good’ manager would try to make people feel bad. That’s a destructive path to start on and leads to poor morale and potentially feelings of being bullied at work and can cause ill health. A good manager would instil a senses of pride in their workers and when something went wrong (everyone makes mistakes) work with them to help them to understand why something went wrong and learn from the experience so it reduces the chances of it happening again.

A good manager should try to make their employees realize that they have made an error and help them to rectify it. They need to trust them to admit mistakes, encourage them to find solutions to solve problems and give them corresponding support from every aspect. In one word, a good manager should help an employee to grow, not further destroying them.

Reprimand them, belittle their achievements and contributions, or dig up their past to make them feel guilty and bad is not what a great leader should do.

A good manager should realize that no one is perfect. Everyone needs to pass a kind of learning curve, be it steep or flat, to learn, understand and master a thing. It is a process of applying what we learnt from school into the practical activities in real world. It is a procedure of discovering the discrepancies between the subjective thoughts and objective realities and adjust our thoughts and deepen our thinking ability. It is an undertaking of making an error, getting feedback, and taking lessons to avoid making the same error next time. We make progress from it and go upward in a spiral approach and form.

Through this process, we grow up, become mature and develop to be more intelligent. Just like an one-year old baby who learns how to walk by themselves. They would never know how to do it until they fall down for numerous times and took lessons from it. Each day, they make progress from half-crawling to half-standing, from half-standing to half-walking until they can walk very well fully by themselves. The only difference is that our learning and making errors is a lifelong process.  A good manager needs to help their employees to address the issue(s), find the ins and outs of the situation, look for the root cause of the problem, sources of the errors and put forward suggestions to solve them. The employees should be encouraged to think critically and independently, to be objective in looking at things multifacetedly in a comprehensive way and use strategic thinking to deal with them. Making people feeling bad would greatly damage their self-esteem and confidence. Humiliating an employee in front of other co-workers, rebuking them in a harsh way, screaming or yelling to them, ignoring their explanations, being suspicious of the employee's behaviors without any valid evidences, acting in an arbitrary fashion, playing tricks on their feelings, wronging their behaviours, making them feel guilty or being negligible in their duties as a supervisor would all damage a manager's image in an employee's heart.  It will result in the employee's disobedience, resentment, procrastination, low efficiency and productivity of their work. This management would not bring any benefits to the company, but a working environment beset with numerous contradictions and hostilities. Managers and employees lose trust with each other and the turniner rate tends to be high.

My experience is that managers don’t need to make people feel bad about an error; they do that all on their own. The key to effective leadership is not to blame people for their mistakes, but instead to redirect all the energy used to find a scapegoat into attacking the process or policy that led to the mistake.   In Lean philosophy (see lean manufacturing) and in the Quality body of knowledge (The Global Voice of Quality), the key to dealing with errors is to perform a good root cause analysis (as a team) and correct errors in process and inputs that led to the error.   There is nothing to be gained in scapegoating a person. Again, my experience is that all this does is lead to a downward spiral in morale.   In business nothing happens with luck or without reason. A good or bad manager may have a different meaning depending on the side one interpret the problem.

There are organizations where employees have no value, see workers as a barrier to further profit growth. They treat employees as an object not as humans. If a manager wants to fire an employee because he wants to replace him with a less expensive one, he can blame an employee for the so-called mistakes he made in trying to force him to quit his job at no remuneration cost.

In another case, this is not because the manager is good or bad but because the manager is ill, by enjoying others suffering. Making an employee feel bad for no reason just because you like, we are certainly not talking about a good or bad manager but a very ill manager.

The good manager tactfully communicates the severity of the error to the relevant people, privately, with the expectation that the error will not be made again. The manager response must be proportional to the error made and the impact on the business and other employees. It is the managers job to assess how the error occurred and why. If established protocol or process is not followed and the employee knew better, then a good chewing out with the intent of making the employee feel bad is pretty common. It may not be the best way, and it certainly isn’t the only way to handle a mistake, but it is a quite common way. It is also a common mistake to reprimand an employee for their mistake in front of their co-workers. There is no call for this behavior and there are much better ways to communicate mistakes without making it look like a personal attack.  But, should a good manager seek to ensure an employee feels bad about making a impactful mistake? Absolutely! If the employee doesn’t care enough to feel bad about their mistakes on their own, then the manager should seek to help them understand or they should probably consider dismissing them. Of course this all assumes the employee has been thoroughly trained and is aware of process, protocols, and procedures to perform their duties error-free. If they are unprepared then the error should be owned by the manager and the company.

Why our superior or in-charge does not appreciate or hate our work.

Either you are not really good enough for the job, or your boss just does not know how to manage you.  You could be not good enough. It happened to me in my department apprenticeship in retail : I was great with the customer service part, and I pretty much sucked at everything else (preparing the shop). It took me a while to admit I was failing to be good at that though. Among my other experiences I was also a very clumsy waitress and a truly incapable barista. Fortunately I was never fired and I learnt a lot from these experiences.

Ask for a time to be scheduled for the two of you to talk for 15 mins (most people will agree to set aside that amount of time without difficulty; if he/she can't or won't, it's a bad sign.) to request his/her help on work matters. Once you sit down together, please don't ask a close-ended question like “Are you unhappy with my performance?” Or even “Are you happy with my performance?” Instead, consider “What are some things that I could be doing to better help you?” In this scenario, you're seeking input while showing that you're bringing something to the table. It creates a much more productive conversation and it doesn't come off as you being insecure, you're coming off as confident and solution-oriented.
